Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening the Reform 2013

1. 加快沿边开放步伐，允许沿边重点口岸、边境城市、经济合作区在人员往来、加工物流、旅游等方面实行特殊方式和政策。建立开发性金融机构，加快同周边国家和区域基础设施互联互通建设，推进丝绸之路经济带、海上丝绸之路建设，形成全方位开放新格局。

1. We will quicken the pace of opening up in border areas, and allow key ports, border cities and economic cooperation zones in the border areas to have special methods and policies with regard to personnel exchange, processing and logistics, tourism and some other areas. We will set up development-oriented financial institutions, accelerate the construction of infrastructure connecting China with neighboring countries and regions, and work hard to build a Silk Road Economic Belt and a Maritime Silk Road, so as to form a new pattern of all-round opening.
